“In response, the Public Employees for Environmental Responsibility, or PEER, has filed a complaint with the Interior Department's inspector general (IG) that the interim acting directors of the Bureau of Land Management, National Park Service, and Fish and Wildlife Service are all there in violation of the 1998 Federal Vacancies Act. "
