And that’s a problem because it shouldn’t be a cost of doing business,” said Kyla Bennett, who worked on wetlands enforcement at the EPA’s New England region for nearly a decade and now works for Public Employees for Environmental Responsibility, a watchdog organization. “The whole point of having a penalty system is to make it hurt so they don’t want to do it again.”"
